MANAGEMENT REPORT OF THE SECOND SEMESTER 2018

Introduction

In the dynamics of WSA reforms and repositioning, processes put in motion in the first half of the year increased during the second half. Conclusions of the Seniors’ retreat on the issue of competitiveness and those urgently expected from the organizational audit to deepen the reforms, will complete the rebuilding phase of the Institution. In short, a brilliant WSA anchored in a strong institutional basis will definitely turn a page on the period of dysfunctions to shine in excellence and enhanced visibility with a high value of competitiveness in the light of 2019.

The report covering the period from 01 July 2018 to 31 December 2018 consolidates the annual data and lays the foundations for the institution definite relaunch. This results in a planning based on the 2018-2022 Strategic Plan with ambitious actions and a 2019 budget that meets the challenges.

Status of implementation of Axis 1 activities : Research-action

As research-action is the registered trademark of the institution, it is the privileged area of its support to Member States with a view to promoting innovative technologies adapted to the African context. Several themes have been identified and targeted in research project synoptic sheets for 2019. Some Country Offices have also been targeted to conduct research in specific areas. What needs to be done now is to mobilize resources and recruit Master and PhD students for this purpose.

Status of implementation of Axis 2 activities : Projects and Programmes

Significant progress has been made during this period in terms of calls for proposals, formulation of new initiatives and acceleration of projects implementation. Most of the financing agreements in negotiation have been signed during the semester. Others are in prospect for the year 2019. Although some projects have had their activities closed during the period, new projects have been launched and others are in an advanced state of maturity in some countries.

At the programmatic level, the implementation of projects and programmes have been dealt with swiftly with very encouraging results. The following table is a summary of initiatives and projects developed and implemented in the respective countries :

Status of implementation of Axis 3: actors capacity building

At the country level, WSA remains very active in influencing water and sanitation policies and strategies through its effective participation in sectoral meetings, consultative frameworks, technical commissions as well as in clusters in humanitarian contexts. Above all, it continued and maintained the systematic inscription of the capacity building component in the various projects implemented in the various countries. As a reference training center, WSA welcomed and facilitated the supervision of students and professional trainees at various levels during this semester.

Status of implementation of Axis 4: organizational performance

Axis 4 is the receptacle for WSA reforms and repositioning strategies. Significant progress has been made both programmatically, financially and diplomatically, as well as in strategic thinking.

In general, the results obtained are summarized as follows :

IV.1. The Agency Seniors retreat

This is a very strategic meeting that brought together from 20 to 21 September 2018 Experts from the Headquarters and Burkina Faso Country Office on the matter of repositioning the Agency as a key leader on the issues of WASH. A synoptic view of the challenges has been presented ; an inventory of WSA skills has been made to reflect the gap and analyze the comparative advantages; and niches has been identified as opportunities for mobilizing partnerships and resources.

This very useful reflection will be enriched later by the conclusions of the organizational audit which will lay the foundations for the renewal and refoundation of a more efficient WSA.

IV.2. The organizational audit

The Africa Consult&Performances firm selected to lead the organizational audit is very advanced in its work. The basic texts have been reviewed and the first drafts will be submitted very soon to the appreciation of the Management. This long-awaited work will propose an attractive model structure adapted to the era of time and meeting the requirements of high productivity, competitiveness and visibility. The very imminent finalization of this work and its adoption by the next Council of Ministers will make it possible to have an effective instrument at the service of the African populations.

IV.3. The adoption of the communication strategy

Capitalizing on the achievements of 30 years of field operations and drawing lessons from the dysfunctions the institution has experienced, the new communication strategy is a real vehicle for new values to internalize and an effective lever of knowledge management. Backed by the 2018-2022 strategic plan, this instrument is an undeniable support to increase WSA visibility in the next coming 5 years.

Its adoption is part of the WSA global repositioning strategy as a benchmark institution in the drinking water, sanitation and hygiene (WASH) sector in Africa.

IV.4. The 2019 work plan and budget

The 4 axes of the 2018-2022 strategic plan constitute the backbone of the 2019 work plan. A budget of 4 709 934 460 XOF, of which 93% in investment in activities is required for the optimal implementation of the plan. This amount is to be mobilized as much from Member States ; from Technical and Financial Partners; as well as from services provisions (especially modular trainings). Other resource mobilization initiatives are being considered and will take shape in 2019 to ensure the institution sustainability and operational autonomy.

IV.5. The activities report template

A reporting template, always perfectible, has been adopted to report activities from 2019.

Basically focused on the strategic plan, this new template has six (06) parts, except the introduction and the conclusion.

The 2019 quarterly activity reports will be developed according to this model.

IV.6. Member States and Partners mobilization

Routine activity regularly conducted on the spot by the Country Offices on the one hand and by the Headquarters through the embassies as intermediaries on the other hand; the advocacy has began to bear fruits. The exchanges with the Member States has intensified and relations reinforced even more as evidenced by the financial volume brought to WSA in accordance with the commitment made at the Extraordinary Council of Ministers in Yaoundé in September 2017.

In addition, an amount of seventy (70) million XOF annual contributions to be included in the 2019 budget has been proposed to Member States as a financial contribution to the institution operations. A follow up should ensure the effectiveness of its mobilization in real time. Finally, advocacy actions have been deployed to sub-regional organizations in West and Central Africa, including ECOWAS, CEMAC and ECCAS for an all-out mobilization for WSA.

Constraints and lessons
1. Constraints

Although some of the operational constraints persist, the determination of the staff for the effective relaunch of the institution took precedence over everything. This is evidenced by the enthusiasm at work, the quality of the strategic documents produced and the dynamic of collaboration with partners and Member States. The general trend is to mitigate all constraints in order to sustainably and permanently reposition WSA on the WASH chessboard in Africa.

Lessons learned

The greatest lesson learned from 2018 is the rational use of space and resources. Indeed, WSA must continue to mark the territories, seize every opportunity to assert itself, take an active part in official meetings and strategic reflections despite the limited resources available. The recently adopted new communication strategy will help better guide actions for more visibility and legibility in the years to come.

In addition, the diplomatic channel remains privileged in the exchanges with the Chancelleries and the Member States. The impact of this channel is enormous and the results are extraordinary even if they take a long time to be felt. It requires patience, perseverance and meticulous follow-up. The whole team will tackle it relentlessly in 2019.

Whenever possible, the financial and accounting audit will also be part of the menu.

Conclusion

2018 has been a year of learning and institutional anchoring for WSA. A year entirely dedicated to study of the WASH environment, assess the needs, identify bottlenecks and reach out to sector actors (old and new). 2018 has also been a year of advocacy; design and development of strategies and re-establishment of cooperative relationships. A participatory-based diagnosis performed both at Headquarters and in Country Offices has helped pin down the issue of recovery of the institution and consequent strategies have been developed to ward off dysfunctions and remove bottlenecks. In accordance with the 2018-2022 roadmap, the work of consolidation and repositioning will continue intensively and finely in 2019.

In the meantime and from the beginning of 2019 priority will be given to the preparation and the holding of the relaunch workshop on the one hand; and the meeting of Experts and the Council of Ministers on the other hand. To this must be added the results of the organizational audit which will constitute the main menu of the Ministers' meeting.

Overall, the 2018 track record is encouraging as the groundwork for the future has been laid. Thus, more than 80% of planned activities have been completed. As planned, the financial and accounting audit, the key element of the 2018 work plan which could not be conducted, will be coupled with the investigation audit and considered one of the priorities of 2019. The growing financial support from Member States will, no doubt, enable to pursue the exercise in the near future.

Altogether, solid foundations has been set for the relaunch of the institution on sound basis. Structures and systems have been reviewed and major challenges well identified and targeted. A reframing of the staff on the internalisation of new values of competitiveness and especially the re-ownership of the institution has also been done during 2018.

From the outset all indicators of a definitive relaunch of WSA has been established for the institution to entrench once and for all its trademark of excellence in all operations and in the provision of sustainable services to Member States. That is what 2019 is all about, a real consolidation of all the achievements and outreach of WSA to Africa.
