   EAU ET ASSAINISSEMENT POUR L’AFRIQUE-WATER AND SANITATION FOR AFRICA

Introduction 

Comme au premier trimestre, le programme du deuxième trimestre de l’année 2020 reste entaché par les stigmates du Covid-19. Bien que la pandémie n’ait pas fait de ravages sur le continent comme dans d’autres parties du monde, cette maladie continue de marquer les esprits. Les mesures d’assouplissement pressenties n’ont pas pu être mises en place dans toute leur plénitude. Les frontières restent toujours fermées au trafic et les grands rassemblements sont toujours interdits à l’intérieur des pays.

C’est dans un tel contexte toujours incertain que l’Agence a poursuivi, tant bien que mal, son programme d’actions à une période de l’année où ses activités devraient tourner en plein régime avant les grandes pluies. Conséquences immédiates, les rencontres statutaires prévues ont pris un sacré coup et les différentes échéances du planning ont été difficilement tenues sur l’ensemble des zones d’opérations dans les Etats.  

Le présent rapport qui couvre la période du 01 avril 2020 au 30 juin 2020, résume l’essentiel des réalisations, certes modestes mais très encourageantes, permettant de maintenir le momentum.

  1. Recherche-action pour le développement et la promotion des innovations technologiques

Le bilan global de la recherche sur le terrain se présente comme suit :

1.1.     Cameroun

La participation au projet de recherche dénommé «INTEWAR- Technologies Innovantes pour la Prévention des Risques de Santé liés à l'Eau » en collaboration avec l’Institut de Recherche sur l’Eau et la Gestion des déchets de l’Université de Aachen en Allemagne (RWTH) a été relancée grâce à une série de 3 visioconférences qui se sont tenues au courant du mois de Juin entre les différentes parties prenantes pour redéfinir un calendrier des activités du projet et de l’adapter aux mesures de confinement prises par les pays impliqués, du fait du COVID-19

1.2.     Cote d’Ivoire

Les travaux de recherche se poursuivent sur les deux thèmes ci-après :

Méthode innovante et durable de lutte contre la maladie du Swollen Shoot à moindre coût : Les activités majeures ont consisté à rechercher des parcelles de cacaoyères auprès des paysans dans les localités environnantes de la Commune de Daloa et à mobiliser les paysans pour la production endogène de biofertilisants à partir des excréta humains hygiénisés notamment l'urine. Ainsi, une parcelle respectant les critères a été identifiée à savoir l'existence de cacaoyers atteints de la maladie du Swollen Shoot et des cacaoyers vieillissants. La prochaine étape sera la confirmation de ce constat par les enseignants-chercheurs de l'Unité de Formation et de Recherche (UFR) en Agroforesterie de l'UJLoG. Aussi, des démarches sont-elles en cours auprès de la chefferie du village pour la mobilisation communautaire et l'installation d'urinoirs publics ainsi qu'au sein des ménages en vue de collecter l'urine (biofertilisant).

-        Valorisation énergétique des effluents issus des fabriques d'attiéké et appui à sa conservation durable : Statu quo dû au non versement de la 2è tranche du financement par FIRCA en attendant la validation du rapport financier de la première tranche

1.3.     RCA

Encadrement de stagiaires : poursuite de l’encadrement des trois (03) jeunes stagiaires sur le thème axé sur « la stratégie de communication au sein d’un organisme international, cas de EAA »

2.Mise en œuvre des projets et programmes

L’environnement reste toujours peu favorable au déroulement du programme mais l’essentiel des activités a pu être mené sur le terrain. Avec beaucoup de créativités et de tacts utilisant non seulement les nouvelles technologies de l’information et de la communication mais également les agents relais de terrain, la plupart des activités prévues dans le trimestre ont pu être mises en œuvre. Certains pays comme la RCA, le Cameroun et le Burundi ont démarré les nouveaux projets et programmes tandis que d’autres comme le Tchad et le Benin se sont préparés à lancer de nouvelles initiatives dès le troisième trimestre. Dans l’intervalle, d’autres projets ont vu leurs activités clôturées comme au Sénégal ou bien encore en Centrafrique.

- 30 séances de communication de masse dans les écoles et daaras organisées sur les 60 prévues dans 30 écoles - soit 50%, touchant 3404 apprenants (3104 élèves et 300 Talibés) sur les 1500 prévus

- 2 Concours "Ecole propre" organisés en deux éditions sur 2 prévus soit 100%

- 2 Concours «Génie santé scolaire» organisés sur 2 prévus soit 100%

- 244 diffusions radiophoniques sur les activités du projet réalisées par le canal de 04 différentes stations radios locales dont les 03 émettent au niveau national à travers des actions de synchronisation. Rapporté à l’indicateur de 100 diffusions prévues, le niveau d’atteinte est de 244%

- Les cultures de contre saison ont donné de très bons résultats. Les rendements habituels ont été doublés voire triplés parfois

4.Renforcement des capacités des acteurs

C’est un travail de routine dont l’ardeur a été atténuée au cours du trimestre à cause des mesures barrières interdisant tout grand rassemblement. Néanmoins, des dispositions particulières ont été prises en lien avec ces mesures pour accompagner les acteurs avec des résultats, somme toute, satisfaisants.

Benin

Le bureau pays a enregistré quelques sollicitations ponctuelles de la part du Partenariat National de l’Eau (PNE-Bénin) pour la réalisation des Dispositifs de Lave-Mains dans le cadre de la riposte au Covid-19

Cote d’Ivoire

Signature en mai 2020 d’une attestation de partenariat avec le Centre Suisse de Recherche Scientifique (CSRS) en Côte d'Ivoire pour son implication dans la mise en œuvre du projet intitulé « Impacts des programmes d'intervention ATPC sur les conditions environnementales et sanitaires des populations rurales en Côte d'Ivoire ».

Renforcement des capacités des agents de deux ONG nationales en matière d’assainissement total piloté par la communauté (ATPC) à Bossangoa et Paoua.

Tchad

A la demande de SOTRADA, une réunion s’est tenue le 02 juillet 2020 au bureau de EAA pour renforcer le partenariat entre les deux institutions en vue de (i) mutualiser les expériences dans le secteur de l’assainissement, (ii) répondre aux difficultés d’assainissement du Tchad en général et de la ville de Ndjamena en particulier et (iii) envisager un protocole d’accord entre les deux institutions.

La SOTRADA, société d’utilité publique, a sollicité l’appui technique de EAA pour mettre en œuvre ses différents projets dans le domaine de l’Environnement et de l’assainissement. Actuellement, SOTRADA pilote plusieurs projets sur les champs pétroliers. Un projet d’assainissement sur le traitement de déchets solides et liquides de la ville de Ndjamena a été initié en collaboration avec la Mairie et d’autres partenaires financiers. EAA est disposée à apporter toute son expertise à la SOTRADA dans la mise en œuvre de ses différents projets.

5.Performance organisationnelle

La visibilité de EAA est de plus en plus marquée dans les Etats en cette période de Covid-19. Les sollicitations de l’Agence dans la coordination de la riposte prouvent à suffisance sa grande capacité de mobilisation de ses ressources humaines et de sa force de propositions.

4.1. Plaidoyer auprès des Etats

En lien avec le Covid-19 et l’équité genre dans tout le processus, EAA envisage:

- des actions de conscientisation, communication de masse, sketchs filmés, confection et promotion de Dispositifs de Lave Mains (DLM) démontables à moindre coût et pratiques partout dans les Etats

- l’accélération des programmes d’Assainissement avec la proposition de projets structurants à l’effet de relever le taux d’accès en milieu rural en se basant sur le plan stratégique 2018-2022

- la participation au Forum Mondial de l’Eau, Dakar 2021, à travers des rencontres de réflexions avec des thèmes pertinents destinés aux scientifiques du secteur sur les défis majeurs actuels et de partager la vision des acteurs de l’eau, l’hygiène et de l’assainissement 

- l’appui à la définition des programmes avec les collectivités territoriales pour le renforcement des conditions d’assainissement et le suivi évaluation des projets des collectivités territoriales (Sénégal)

4.2. Appel à manifestation d’intérêts

A la faveur de la pandémie de covid-19 et d’autres initiatives structurantes, d’importantes offres ont été soumises par la plupart des bureaux pays dont notamment le Sénégal, le Burkina Faso, le Tchad, le Burundi, la RCA et la Cote d’Ivoire. Certaines offres ont porté leurs fruits comme en RCA, au Burkina Faso, au Burundi et au Tchad tandis que le Cameroun a pu relancer son contrat programme pour la construction des impluviums.

Toutes ces initiatives introduites dans le pipeline des partenaires techniques et financiers ont atteint un niveau avancé dans le processus de sélection et les décisions finales sont instamment attendues dans les mois à venir.

4.3. Mobilisation des partenariats et des Etats

Les Etats ainsi que les partenaires techniques et financiers sont les leviers importants dans le fonctionnement et la matérialité des réalisations de l’Agence. Par conséquent, leur appui a été très déterminant dans les ressources mobilisées et dans le volume du portefeuille déployé sur le terrain.

Les perspectives semblent encore plus reluisantes au regard des promesses et des dossiers déjà introduits dans les différents circuits. Un suivi de proximité de ces différents dossiers permettra d’en optimiser les rendements.

6.Perspectives

Pour le troisième trimestre de 2020, les efforts seront concentrés sur les cibles ci-après :

-        L’intensification des actions de plaidoyer envers les Etats et les PTF

-        La poursuite de la veille situationnelle sur les opportunités d’appels à projets

-        La mise en œuvre des projets et programmes

-        La réunion des Experts

-        La tenue du Conseil des Ministres

7.Conclusion

Période charnière de l’année, le deuxième trimestre qui devrait être une période de haute intensité a encore une fois de plus été plombé par la pandémie du covid-19. Les mesures barrières restant toujours en vigueur dans les pays, le déploiement sur le terrain a été sérieusement restreint. Les grandes rencontres prévues ont été réduites au strict minimum ou simplement annulées pour la plupart. Les activités planifiées dans l’arrière-pays ont été purement gelées à cause du confinement. Les formations à la carte et à la demande des acteurs ont vu leurs échéances repoussées vers la fin de l’année dans l’espoir d’un assouplissement éventuel des mesures barrières.

Malgré les désagréments de ces mesures sur le plan d’action, le Covid-19 a offert une opportunité de repositionnement stratégique de l’Agence dans l’agenda de la riposte. Progressivement et sûrement, EAA reprend son rôle d’avant-gardiste dans le secteur eau, hygiène et assainissement. Les nombreuses sollicitations de l’Agence pour la conception des messages de sensibilisation, des outils de prévention et parfois la coordination de la riposte dans certains pays replacent effectivement EAA dans son rôle d’accompagnement des Etats et des Collectivités dans la couverture de leurs besoins sociaux de base.

Outre cela, l’impact des actions de l’Agence est réel sur le terrain et se ressent dans la vie des populations, comme au Sénégal où la demande de plus en plus croissante en ouvrages dépasse toutes les prévisions et traduit le niveau d’adhésion communautaire:

  • 2848 demandes en latrines sur les 2000 prévues
  • 130 demandes en bio-digesteurs sur les 45 prévus

En Centrafrique, le Bureau Pays a reçu plus de deux fois des journalistes issus des médias internationaux et Chaines de Télévision, à l’exemple de ARTE et The Guardian, pour des reportages sur les activités menées dans le cadre de la collaboration avec les associations des jeunes foreurs manuels. De même, la parution très prochaine d’un article de l’Agence dans le Bulletin d’Information du Département Afrique de la Banque Mondiale traduit la marque de confiance des partenaires et un regain de visibilité des actions menées sur le terrain.

Somme toute, EAA continue d’imprimer ses marques de fabrique sur le terrain et excelle toujours dans la recherche-action avec des moyens limités, certes mais efficaces, pour la promotion des nouvelles technologies d’assainissement et d’hygiène très utiles en cette période de pandémie. La grande faiblesse reste et demeure la tenue du conseil des ministres maintes fois reporté, qui fragilise l’institution et retarde l’adoption de ses réformes devant relancer définitivement la machine du développement du secteur.

   EAU ET ASSAINISSEMENT POUR L’AFRIQUE-WATER AND SANITATION FOR AFRICA

Introduction 

Le premier trimestre de l’année 2020 est marqué par un événement inédit dans l’histoire de l’humanité : la maladie à coronavirus ou Covid-19 de son nom scientifique. Au départ considéré comme un cas isolé en décembre 2019 dans une région chinoise, Wuhan, l’épidémie a gagné rapidement tous les continents prenant l’allure d’une pandémie. Même si les pertes en vies humaines ne sont pas encore aussi énormes que dans les autres parties du monde, l’Afrique paie déjà un lourd tribut et l’impact économique sera sans commune mesure.

C’est dans ce contexte particulièrement difficile que l’Agence a démarré ses activités pour l’année 2020. Avec la fermeture des frontières des Etats et une administration au ralenti, le fonctionnement de l’Agence a pris un sacré coup. Le planning du trimestre a été sérieusement entaché et la plupart des échéances ne sont pas atteints.  

Par conséquent, le présent rapport qui rend compte de cette période (01 janvier au 31 mars 2020), est peu fourni dans son bilan espérant toutefois de meilleures performances à termes si jamais la situation sanitaire générale s’améliorait dans les Etats membres.

  1. Recherche-action pour le développement et la promotion des innovations technologiques

La situation globale de la recherche dans les différents pays se présente comme suit :

1.1.     Cote d’Ivoire

Les travaux de recherche se poursuivent sur les deux thèmes ci-après :

-        Méthode innovante et durable de lutte contre la maladie du Swollen Shoot à moindre coût : une lettre de prise en charge des travaux de thèse de doctorat d'une étudiante a été signée en janvier 2020 par EAA pour la constitution de son dossier d'inscription

-        Valorisation énergétique des effluents issus des fabriques d'attiéké et appui à sa conservation durable : les études se poursuivent malgré le confinement dû au covid-19

1.2.     RCA

Encadrement de stagiaires : trois jeunes passent actuellement leur stage au sein de l’Agence dont l’un en fin de formation en journalisme. Son thème est axé sur « la stratégie de communication au sein d’un organisme international, cas de EAA »

1.3.     Sénégal

Analyse des récoltes appliquées issues des sous-produits des latrines Ecosan : les résultats de l’analyse sur l’aubergine, l’arachide et le maïs issus de l’urine et des bio-digesteurs raccordés à une TCM (digestat) effectuée au niveau du laboratoire de traitement des eaux usées (LATEU) de l’université Cheikh Anta Diop de Dakar n’ont révélé aucune trace de contamination. Ce qui vient conforter leur caractère sain ou hygiénique. Cette analyse s’inscrit dans le sillage de l’étude sur la certification environnementale et sanitaire déjà entamée et a porté sur les paramètres suivants : pH, Ce, Salinité, Azote total, Phosphore total, Potassium, Œufs d’helminthes.

2.Mise en œuvre des projets et programmes

Globalement peu reluisant certes, mais l’essentiel du plan d’actions du trimestre a été mis en œuvre en janvier et février avant d’être réduit au strict minimum à partir de mars. Les nouvelles technologies de l’information et de la communication ont été utilisées à bon escient pour faire le suivi des activités de terrain. Elles ont facilité la remontée des données relatives à l’état de mise en œuvre des projets et des actions d’hygiène et d’assainissement, le suivi des villages FDAL particulièrement au Niger.

  2. 1589 parcelles restent indécises à la question de souscrire à un abonnement soit 16,8% ;
  3. 303 parcelles sont défavorables à l’idée de se connecter au réseau du service public d’eau potable à travers une souscription à un abonnement, soit 3,2%.

Le volume d’activités et le dynamisme de ces structures communautaires varient d’un sani shop à un autre. Les prochaines étapes consisteront à assurer le développement et la diversification des produits. 3.Renforcement des capacités des acteurs

L’accompagnement des acteurs s’est fait plus intensément dans les deux premiers mois de l’année avant que le covid-19 ne s’installe dans les Etats à partir de mars.

Le bilan, somme toute modeste, se présente comme suit :

Membre actif des cadres de concertation et des différentes commissions techniques existants au sein du Ministère de l’Eau et de l’Assainissement, EAA participe au suivi de la mise en œuvre des politiques et stratégies en matière d’hygiène, d’assainissement et d’eau potable.

Au cours de ce trimestre, EAA a participé à la revue annuelle 2020 du Cadre Sectoriel de Dialogue « Environnement, Eau et Assainissement » sous la présidence de monsieur le Ministre de l’eau et de l’assainissement et par ailleurs président du Cadre. La session a regroupé l’ensemble des acteurs du secteur de planification ainsi que les partenaires techniques et financiers, les organisations non gouvernementales, les collectivités territoriales et le secteur privé intervenant dans le secteur. Cette session annuelle a permis aux acteurs d’apprécier la performance du secteur en acquise en 2019 :

ü  opérationnalisation de 03 centres de recyclage des déchets plastiques dans les villes de Bobo, Dori et Tenkodogo ;

ü  réalisation de 187,37 km de plantation d’alignement ;

ü  réalisation de 16,76 km de caniveaux ;

ü  réalisation de 1843 nouveaux forages et 171 AEPS/PEA ;

ü  achèvement des études de trois grands barrages (Ouessa, Bassiéri et Banwaly), etc.

Ainsi, un taux global de 41, 93 % des cibles des indicateurs et un taux de réalisation des produits de 64, 3% ont été atteints.

Pour la perspective 2020, des actions majeures sont prévues notamment :

ü  la collecte de 2700 tonnes de déchets domestiques ;

ü  la réalisation de 12 AEP multi-village ;

ü  la réalisation de 46711 latrines familiales ;

ü  la réception des travaux de réalisation de 10 barrages, etc.

Par ailleurs, une appréciation globale de l’état de mise en œuvre des recommandations issues des revues de 2019 du CSD-EEA et du PNDES ainsi que des partenaires du secteur a permis aux acteurs de formuler des recommandations pour une meilleure mise en œuvre de la politique. Il s’agit notamment de :

ü  l’intégration de la stratégie de financement ;

ü  l’organisation d’activités communes autour des problématiques et thématiques transversales, l’approfondissement de l’analyse de certaines contraintes et produits ;

ü  l’opérationnalisation des groupes thématiques et enfin ;

ü  l’intégration du Nexus Système Humanitaire dans les différents programmes

Contribution à la lutte préventive contre le COVID-19 par la mise au point de la version 2.1 du Dispositif Lave-Mains sous le label « Dispositif Lave-Mains Innovant à Savon Rotatif » (DLMI-SR). 4.Performance organisationnelle

L’élan amorcé depuis deux ans a été subitement entamé par la survenue de la pandémie du covid-19. Les différents chantiers, pourtant bien engagés aussi bien sur le plan diplomatique que dans le développement des programmes sur le terrain, ont été suspendus en attendant le retour à la normalité.

4.1. L’adoption du plan de travail

En lien avec le plan stratégique 2018-2021, un plan de travail couvrant la plupart des préoccupations des Etats a été élaboré et adopté. Il a été par la suite internalisé par les différents bureaux pour inspirer les plans nationaux de 2020.

D’un budget global de 2 708 000 000 FCFA, ce plan va être profondément revu en juin prochain pour tenir compte des contraintes liées aux effets du covid-19.

4.2. Plan de formation 2020

Un catalogue de formation a été édité et largement diffusé en février 2020. Au total, une dizaine de thèmes, à la demande et à la carte, ciblant les besoins réels des acteurs a été proposée pour l’année. Malheureusement, la survenance du covid-19 en mars dans les Etats membres n’a pas permis d’exécuter le plan. Toutes ces formations étant présentielles, il est fort probable que le blocage perdure encore longtemps si les mesures barrières restent en l’état dans les pays.

4.3. Appel à manifestation d’intérêts

Un lot important d’offres a été soumis par la plupart des bureaux dont particulièrement, le Sénégal, le Burkina Faso, le Tchad, la RCA et la Cote d’Ivoire. La pandémie de covid-19 a offert des opportunités additionnelles à certains pays comme le Sénégal et le Burundi de développer de nouvelles initiatives de riposte et soumettre de nouvelles propositions aux Etats et partenaires financiers. L’approbation et le financement de ces initiatives donneraient à EAA l’occasion de mettre son expertise à la disposition des populations dans la lutte contre la pandémie et les autres pathologies d’obédience hydrique.  

4.4. Mobilisation des partenariats et des Etats

Les effets de la pandémie de covid-19 se sont plus ressentis ici. Les nombreux dossiers soumis à financement par les bureaux pays, pourtant en phase avancée de négociation, sont suspendus. De même, les audiences programmées avec les hautes autorités de certains Etats ont été gelées ou reportées sine die à cause des mesures barrières et du confinement.

Dans la perspective de la reprise de ces pourparlers une fois les frontières rouvertes, les échanges continuent via les nouvelles technologies de la communication afin de maintenir l’élan amorcé à la fin de 2019.

5.Perspectives

Pour le deuxième trimestre de 2020, les résultats ci-après sont envisagés :

-        L’accentuation des actions de plaidoyer envers les Etats et les PTF

-        La soumission de propositions aux appels à manifestation d’intérêts et aux appels à projets

-        La mise en œuvre des projets et programmes

-        La réunion des Experts

-        La tenue du Conseil des Ministres

6.Conclusion

L’année 2020 a démarré sous de mauvais auspices avec la pandémie du covid-19 ayant paralysé la planète entière. Progressivement et hermétiquement, les frontières des Etats se sont fermées et la plupart des grandes villes entrent en confinement. Cela a énormément impacté les activités de l’Agence. L’élan amorcé en janvier et février s’est estompé avec impossibilité de rencontres physiques avec les acteurs et les partenaires pour échanger, planifier et exécuter. A cette date, tout se fait virtuellement ; ce qui n’est pas sans conséquences sur la pertinence et l’efficacité des actions menées sur le terrain.

Malgré cette réduction drastique des marges de manœuvre et de contacts physiques, EAA a continué d’imprimer ses empreintes sur le terrain et renforcer sa base opérationnelle. Des lots importants d’appels à propositions ont été soumis et de nouveaux financements ont été mobilisés particulièrement par le Benin et la RCA. De manière inattendue, la pandémie du COVID 19 a contribué à un léger regain de la visibilité de l’institution. En effet, cette pandémie remet la problématique de l’eau, l’hygiène et l’assainissement au cœur des enjeux de la lutte et des mesures préventives préconisées par l’ensemble des Etats de la planète. Le dispositif de lave-mains, la promotion de l’hygiène et de l’assainissement qui sont la marque déposée de l’Agence ont constitué l’essentiel des messages relayés partout comme mesures barrières par les politiques, les leaders religieux et communautaires ainsi que les partenaires en développement. Dans cette dynamique, EAA a été sollicitée partout pour apporter son expertise, particulièrement au Sénégal et au Burundi où d’importantes initiatives sont en train d’être développées avec les Collectivités Territoriales et les bailleurs pour contrer la pandémie. Ces initiatives viennent renforcer celles déjà existantes dans l’utilisation des sous-produits d’assainissement pour booster la relance de l’institution et marquer plus de territoire. C’est une réorientation stratégique et d’approche de l’Agence vers des projets structurants et innovants avec des thématiques surtout non encore couvertes par les autres acteurs.

L’intensification de la recherche-action sur ces thématiques émergentes, la reprise de la formation des acteurs et l’encadrement des étudiants demeurent toujours les priorités de l’Agence pour le reste de l’année. Il en est de même de l’organisation du conseil des ministres maintes fois reporté, devant définir les nouvelles orientations et le futur de l’institution.

Introduction
The last quarter of 2019 marked the effective launch of on-demand training bringing together sector actors to discuss current developments. Lessons learned from this first edition have sufficiently enriched the training catalog planned for 2020.  

On a quite different front, a major breakthrough has been made in resource mobilization actions given the volume of funding applications and the importance of calls for interest and calls for projects responded to.

The latest version of reform documents taking into account the Agency observations has been officially submitted by the Cabinet Africa Consult & Performances firm.

Upcoming actions include advocacy for all member States to take ownership and participate in the next Council of Ministers.

This report consolidates achievements covering the period from October 01, 2019 to December 31, 2019 on the agency relaunch in connection with 2020 challenges, a turning point year for the Pan-African Agency future.

  1. Research-action for the development and promotion of technological innovations

The overall situation of research in the different countries is as follows :

1.1.        Cote d’Ivoire

Research is continuing on the following two themes:

- Innovative and sustainable method of combating Swollen Shoot disease at low cost: strong involvement of farmers in carrying out the experimental phase.

- Energy recovery of effluents from attiéké factories and support for its sustainable conservation: on going of various studies along with the documentary review and the research protocol development

1.2.        Central African Republic (CAR)

- Addressing the issue of sewage sludge management in the 1st district of the city of Bangui: continue mentoring of a Master's student on the issue of sewage sludge management

- Dissemination of two innovations in the WASH sector: prototype of a handwashing device designed by the country office; and educational cards games on hygiene in school environment easily adaptable to the community environment

1.3.        Sénégal

A Thesis project and a budgeted work plan on the following theme have been submitted to WSA approval : ̏Search for the best combination of organic materials available in rural areas to improve the performance of biogas production from Pour-flush toilets; and the optimization of the quantity of water used in bio-digesters; as well as the comparison of the quality of agricultural fertilizers after biomethanisation ”.

Research shall start as soon as the Memorandum of Understanding is signed between stakeholders.

2.Implementation of Projects and Programmes

Significant changes have been observed in populations behavior when dealing with hygiene and sanitation issues. This is felt both at home and in crowded public places such as markets, schools and health centers. In Togo and Senegal, as in many other countries, the number of villages celebrating the end of open defecation (ODF) and those enrolled in the programme is increasing. Based on these very encouraging results, some projects on this theme have been scaled up and others that came to an end have had their deadline extended for a new phase.

In addition, new financing has been provided during the quarter as in CAR and in many other countries. High-quality dossiers were introduced in response to offered resource mobilization opportunities.

Management committees for concerned boreholes will be called upon via local development committees and the GTCs, to reinforce the protective measures around the works and raise user awareness to resolve this matter. In addition, a disinfection mission will be recommended as soon as possible.

3.Capacity building of actors

It is the most intensely developed activity in almost all countries. WSA always excels by the quality of its expertise in the coordination of consultation frameworks and workshops as well as in the development and monitoring of State policies and strategies.

Better still, tailor-made training organized by the Head-office has attracted participants from Ministries, Cooperatives and Municipalities to discuss the sector evolution and acquire new concepts.

The overall capacity building report is as follows:

Burkina Faso

- Review of the « La Nuit de l'Assainissement « held in the Boucle du Mouhoun and discussions on the strategy for implementing the commitments: participation in these discussions organized by the Ministry of Water and Sanitation with a view to increase the level of awareness and involvement of populations and leaders of the Boucle du Mouhoun region in the promotion of hygiene and sanitation.

A subscription for the construction of at least 5,238 latrines for the benefit of households has been recorded

- Financial support for the commemoration of World Toilet Day organized by the Ministry of Water and Sanitation

- Participation in the ordinary session of the Ministerial Sector Board of Directors (CASEM) of the Ministry of Water and Sanitation.

The overall assessment reveals a low rate of the various programs due, among other things, to delays in implementation, suspension of contracts for default of actors, insufficient national counterpart, failure to take into account the environmental aspect especially insecurity

-In the field of drinking water, efforts made by the State and its partners made it possible to increase the access rate from 71% in 2015 to 74% in 2018, a variation of 3 percentage points.

-In terms of sanitation, the access rate rose from 19% in 2015 to 22.6% in 2018, a change of 3.6 percentage points

- A capacity-building session on integrated water resources management for journalists provided by WSA in collaboration with the national water partnership, a member of the GWP of which WSA is part. More than 20 journalists have been enabled on the topic

- Participation in technical meetings relating to water and sanitation issues, in particular meetings on the development of a new water and sanitation policy framework whose country office is a member of the technical steering committee. We also note the participation in the various reviews of the WASH sector

- WSA is part of the working group of the water and sanitation sector for the recovery plan for peacebuilding in CAR (RCPCA) which is a flagship document of the 2017 - 2021 government program

Sénégal

- Support of local communities in the identification and management of water and sanitation issues through a municipal exchange framework with the actors. To date 06 municipalities out of the 07 targeted (Bambali, Diaroumé, Koussy, Diacounda, Bogal and Faoune) benefited from this support

- Support for the establishment and operationalization of the WASH regional platform which led to the development of a three-year action plan and a decree from the Governor formalizing the creation of this coordination platform to federate all sector interventions at regional level.

4.Organizational performance

With the Agency credibility gradually restored and its visibility increased on the setor, WSA is asserting itself both on the diplomatic level and on the WASH sector leadership. Its operational base is growing every day in light of the volume of portfolios and the various consultations.

This institutional performance will be further strengthened with the strategic guidelines proposed by the organizational audit.

4.1. The organizational audit

The final document has been officially transmitted to the Agency by the Africa Consult & Performances firm.

High quality work done, results of the organizational audit will completely revolutionize the Agency once adopted and effectively implemented.

All the ingredients of an organization with exceptional performance are proposed to meet current issues and challenges on the one hand, and to provide sustainable answers to hygiene, sanitation and drinking water issues everywhere in Africa on the other hand.

4.3. Call for expressions of interest

The increase in the volume of files submitted and the quality of offers during the quarter are sufficient proof of the Agency strength of proposal and the comparative advantages it embodies in the selection processes.

In the meantime, substantial resources have been mobilized by the countries and contracts signed to implement high-quality projects on the field.

4.4. Mobilization of partnerships and States

The combination of diplomacy and political support continues to bear fruit. Added to this are productive discussions with technical and financial partners to develop synergies of actions in resource mobilization and field operations. As a result, numerous tenders were submitted by country offices, alone or in consortium, and new financing contracts signed.

Likewise, member-states financial support as a sustainable funding source for the institution operation has gone to great lengths.

5.Perspectives

Following results shall be expected for the first quarter of 2020 :

  • Publishing of the on-demand and tailor-made training catalog
  • Adoption of the work plan
  • Increased emphasis on advocacy actions towards the State and TFP
  • Submission of proposals to calls for expressions of interest and calls for projects
  • Meeting of Experts
  • Holding of the Council of Ministers

6.Conclusion

Gradually and surely, WSA is asserting its presence on the field and gaining ground. Its long-awaited leadership in the WASH sector is taking shape as its operational base and portfolios are consolidating day by day.

At the top of the list are CAR, Congo and Senegal with higher volumes of operations. Other countries will follow most of whose funding will come to an end but with a high probability of renewal and extension.

Finally, the number of service offers submitted and the quality of the proposals, most of which are in the final stages of the selection process, suggest an even brighter future.

Countries that have not been unable to launch new programs and have a lower level of operations will be prioritized for a close support and more sustained assistance for full operation in 2020.

Niches exist and more promising initiatives have been identified and shall be scaled up. Which is the case of the use of sanitation by-products in Senegal which continue to be emulated as everywhere else.

Indeed, the recovery of hygienic excreta in agriculture is an opportunity for resource mobilization widely sought by many technical partners. WSA will focus on it seriously in 2020.

The intensification of applied research on emerging themes, the training of actors and the supervision of students will remain the Agency priorities for the years to come.

To that, one must add the organization of the Council of Ministers in 2020, which must decide on the reforms proposed by the organizational and institutional audit. The first quarter of the new year will be devoted primarily to the preparation and holding of this governance forum. The future of the institution depends very much on it.

Already, the achievement of nearly 80% of the 2019 results is reason enough for satisfaction and encouragement to continue actions and the diplomatic offensive. Most efforts of the management will be devoted to this end.

A Thesis project and a budgeted work plan on the following theme have been submitted to WSA approval : ̏Search for the best combination of organic materials available in rural areas to improve the performance of biogas production from Pour-flush toilets; and the optimization of the quantity of water used in bio-digesters; as well as the comparison of the quality of agricultural fertilizers after biomethanisation ”.

Research shall start as soon as the Memorandum of Understanding is signed between stakeholders.

2.Implementation of Projects and Programmes

Significant changes have been observed in populations behavior when dealing with hygiene and sanitation issues. This is felt both at home and in crowded public places such as markets, schools and health centers. In Togo and Senegal, as in many other countries, the number of villages celebrating the end of open defecation (ODF) and those enrolled in the programme is increasing. Based on these very encouraging results, some projects on this theme have been scaled up and others that came to an end have had their deadline extended for a new phase.

In addition, new financing has been provided during the quarter as in CAR and in many other countries. High-quality dossiers were introduced in response to offered resource mobilization opportunities.

3.Capacity building of actors

It is the most intensely developed activity in almost all countries. WSA always excels by the quality of its expertise in the coordination of consultation frameworks and workshops as well as in the development and monitoring of State policies and strategies.

Better still, tailor-made training organized by the Head-office has attracted participants from Ministries, Cooperatives and Municipalities to discuss the sector evolution and acquire new concepts.

The overall capacity building report is as follows:

Burkina Faso

- Review of the « La Nuit de l'Assainissement « held in the Boucle du Mouhoun and discussions on the strategy for implementing the commitments: participation in these discussions organized by the Ministry of Water and Sanitation with a view to increase the level of awareness and involvement of populations and leaders of the Boucle du Mouhoun region in the promotion of hygiene and sanitation.

A subscription for the construction of at least 5,238 latrines for the benefit of households has been recorded

- Financial support for the commemoration of World Toilet Day organized by the Ministry of Water and Sanitation

- Participation in the ordinary session of the Ministerial Sector Board of Directors (CASEM) of the Ministry of Water and Sanitation.

The overall assessment reveals a low rate of the various programs due, among other things, to delays in implementation, suspension of contracts for default of actors, insufficient national counterpart, failure to take into account the environmental aspect especially insecurity

-In the field of drinking water, efforts made by the State and its partners made it possible to increase the access rate from 71% in 2015 to 74% in 2018, a variation of 3 percentage points.

-In terms of sanitation, the access rate rose from 19% in 2015 to 22.6% in 2018, a change of 3.6 percentage points

We also note the participation in the various reviews of the WASH sector

- WSA is part of the working group of the water and sanitation sector for the recovery plan for peacebuilding in CAR (RCPCA) which is a flagship document of the 2017 - 2021 government program

Sénégal

- Support of local communities in the identification and management of water and sanitation issues through a municipal exchange framework with the actors. To date 06 municipalities out of the 07 targeted (Bambali, Diaroumé, Koussy, Diacounda, Bogal and Faoune) benefited from this support

- Support for the establishment and operationalization of the WASH regional platform which led to the development of a three-year action plan and a decree from the Governor formalizing the creation of this coordination platform to federate all sector interventions at regional level.

4.Organizational performance

With the Agency credibility gradually restored and its visibility increased on the setor, WSA is asserting itself both on the diplomatic level and on the WASH sector leadership. Its operational base is growing every day in light of the volume of portfolios and the various consultations.

This institutional performance will be further strengthened with the strategic guidelines proposed by the organizational audit.

4.1. The organizational audit

The final document has been officially transmitted to the Agency by the Africa Consult & Performances firm.

High quality work done, results of the organizational audit will completely revolutionize the Agency once adopted and effectively implemented.

All the ingredients of an organization with exceptional performance are proposed to meet current issues and challenges on the one hand, and to provide sustainable answers to hygiene, sanitation and drinking water issues everywhere in Africa on the other hand.

4.3. Call for expressions of interest

The increase in the volume of files submitted and the quality of offers during the quarter are sufficient proof of the Agency strength of proposal and the comparative advantages it embodies in the selection processes.

In the meantime, substantial resources have been mobilized by the countries and contracts signed to implement high-quality projects on the field.

4.4. Mobilization of partnerships and States

The combination of diplomacy and political support continues to bear fruit. Added to this are productive discussions with technical and financial partners to develop synergies of actions in resource mobilization and field operations. As a result, numerous tenders were submitted by country offices, alone or in consortium, and new financing contracts signed.

Likewise, member-states financial support as a sustainable funding source for the institution operation has gone to great lengths.

5.Perspectives

Following results shall be expected for the first quarter of 2020 :

  • Publishing of the on-demand and tailor-made training catalog
  • Adoption of the work plan
  • Increased emphasis on advocacy actions towards the State and TFP
  • Submission of proposals to calls for expressions of interest and calls for projects
  • Meeting of Experts
  • Holding of the Council of Ministers

6.Conclusion

Gradually and surely, WSA is asserting its presence on the field and gaining ground. Its long-awaited leadership in the WASH sector is taking shape as its operational base and portfolios are consolidating day by day.

At the top of the list are CAR, Congo and Senegal with higher volumes of operations. Other countries will follow most of whose funding will come to an end but with a high probability of renewal and extension.

Finally, the number of service offers submitted and the quality of the proposals, most of which are in the final stages of the selection process, suggest an even brighter future.

Countries that have not been unable to launch new programs and have a lower level of operations will be prioritized for a close support and more sustained assistance for full operation in 2020.

Niches exist and more promising initiatives have been identified and shall be scaled up. Which is the case of the use of sanitation by-products in Senegal which continue to be emulated as everywhere else.

Indeed, the recovery of hygienic excreta in agriculture is an opportunity for resource mobilization widely sought by many technical partners. WSA will focus on it seriously in 2020.

The intensification of applied research on emerging themes, the training of actors and the supervision of students will remain the Agency priorities for the years to come.

To that, one must add the organization of the Council of Ministers in 2020, which must decide on the reforms proposed by the organizational and institutional audit. The first quarter of the new year will be devoted primarily to the preparation and holding of this governance forum. The future of the institution depends very much on it.

Already, the achievement of nearly 80% of the 2019 results is reason enough for satisfaction and encouragement to continue actions and the diplomatic offensive. Most efforts of the management will be devoted to this end.

Introduction 

Failing to hold the Council of Ministers during this quarter, advocacy actions have been stepped up to ensure broad participation of country members in the next Council. In the meantime, practical preparations are well under way as reform documents are reviewed in detail to ensure their consistency and relevance.

In addition, the launch of tailor-made and on-demand training courses at the end of September will offer a unique opportunity for stakeholders to discuss on the sector developments and the consolidation of achievements to ensure the sustainability of investments.

Meanwhile, projects and programs implementation in countries has continued and good prospects for substantial financing mobilization are in sight.

This report, covering the period from July 1, 2019 to September 30, 2019, outlines all the institution achievements and opens new perspectives for the holding of the Council of Ministers.

  1. Research-action for the development and promotion of technological innovations

The overall research situation in the different countries is as follows:

1.1.     Cameroon

- Study on households willingness to pay a sanitation tax in order to define a sanitation company self-financing strategy: the process of selecting a consulting firm is underway at the level of the responsible Minister.

- Joint Research Project on Disaster Management in Floods and Droughts (INTEWAR): Concept note validated by the German Ministry of Education and Research, funding partner. The stakeholder workshop was held to develop the proposal and define the schedule for the launch of project activities in January 2020.

1.2.     DRC/Congo

Carrying out of a socio-sanitary diagnosis and analysis of gender relations study: an assessment of the differentiated perceptions and expectations of men and women on the quality of the public drinking water service; and development of a communication strategy between the LCDE and its users

1.3.     Cote d’Ivoire

Research works are carried out on the following two themes:

-        Innovative and sustainable method to fight Swollen Shoot disease at a lower cost: the research protocol developed is currently being validated by the scientific department responsible for supervising the research

-        Energy recovery of effluents from attiéké plants and support for their sustainable conservation: various studies are planned on socio-economic, socio-anthropological, energy and environmental themes. A master's thesis addressing the socio-economic empowerment of women producing attiéké is being prepared for defense. Doctoral students and Master 2 students in biotechnology were also mobilized to deal, among other things, with microbiological aspects and the modelling of the bioenergy production process

1.4.     CAR

The issue of sewage sludge management in the 1st district of the city of Bangui: research topic in the Master's degree in water, hygiene and sanitation at the Aube Nouvelle University in Ouagadougou

1.5.     Senegal

A thesis project and a budgeted work plan are currently under review on the theme "Research on the best combination of organic materials available in rural areas to improve the performance of biogas production from Hand Flushing Toilets (HFT) and the optimization of the quantity of water used in bio-digesters as well as the comparison of agricultural fertilizers quality after biomethanization".

2.Implementation of projects and programmes

The celebration of the end of open defecation (ODF) in most enrolled villages is to be welcomed and intensified. Surely, the majority of projects focusing on this theme have come to an end, but negotiations are under way either to scale up or to launch a new phase. These achievements must be preserved especially since it has increased WSA's visibility on the field.

Opportunities to mobilize new funding have been offered all out and requests have been made to this effect. In addition, close monitoring of old fundings is carried out on a regular basis in order to maximize and diversify financial flows for the optimal implementation of initiatives.

3.Capacity building of actors

The launch of the tailor-made and on-demand training process, the participation in workshops and consultation frameworks, the supervision of students and trainees constituted, among other things, the main menu of training of actors during the quarter.

In the countries, sector actors and WSA staff were equipped with tools of sensitization and mobilization for behavior change on the issues of hygiene and sanitation in particular.

Far from being exhaustive, the overall assessment of capacity building can be summarized as follows:

Burkina Faso

- German-Burkinabé Cooperation Drinking Water Supply and Sanitation Program (PEA) has been implemented by GIZ since 2006 and is placed under the technical supervision of the Ministry of Water and Sanitation. It aims to improve the supply of drinking water and sanitation for the population, in particular those living in peripheral urban areas and villages attached to urban centers. The PEA has been extended for a three years period (January 2019 to December 2021)

WSA Burkina was asked to provide training for GIZ advisers and partner structures on the "Sustainability of projects and programs for the supply of drinking water, hygiene and sanitation by SARAR / PHAST" theme. Participants were given various technical files on the SARAR / PHAST approach and technological options, as well as a bag of SARAR tools adapted to their context to be used in the field.

- Participation in the validation workshop of the FDAL 2O19 roadmap organized by the General Department of Sanitation with the support of UNICEF: positioning of each actor for the operationalization of the activities selected with a view to achieving the End of Open Air Defecation (ODF)

- Participation in the extraordinary general assembly of the consultative framework for research in the field of Water and sanitation (CPCR-Eau). It is an associative structure composed of the dismemberment of the State and of legal persons under the aegis of the Minister of Water and Sanitation. The CPCR-Eau mission is to promote concertation between research structures and organizations benefiting from the results of research on water and sanitation on the one hand, and on the other hand to facilitate dialogue between researchers and practitioners to improve industry practices and efficiency. As an important decision, the scientific days will now be held twice a year at the General Department of Water Resources.

- Participation in the 2019 mid-term review of the Sectoral Dialogue Framework "Environment, Water and Sanitation" (CSD-EEA): an overall assessment of the achievements has been made in the sectors of environment, water/sanitation and urban planning.

- Participation in the regional dialogue on "accelerating progress in the implementation of IWRM to achieve the water-related SDGs in West Africa: challenges, innovative approaches and roles of partnerships". It is organized by the Regional Water Partnership of West Africa (GWP-AO) in collaboration with the Ministry of Water and Sanitation of Burkina Faso, the Center for Water Resources Management of ECOWAS and the West African Monetary and Economic Union Commission (UEMOA) responsible for Agriculture, Water Resources and the Environment.

The main objective of the regional dialogue of key actors was to contribute to advancing the implementation of the United Nations 2030 Agenda by improving water governance and ensuring water security to support the achievement of the SDG6 and other water-related SDGs at national, transboundary and regional levels in West Africa.

Cameroon

Participation in a training workshop for trainers on menstrual hygiene management in humanitarian response through the prism of WASH. The entire WASH Cameroon platform including UNICEF, UN-Women and the Ministry of Water and Energy took part in the workshop

Congo

- Support to the General Department of Hydraulics in the holding of the workshop of training of the mason-craftsmen on the techniques of construction of the improved autonomous latrines. This workshop bringing together 50 masons from the villages of the districts of Mayéyé, Sibiti and Zanaga took place in 2 phases: theoretical and practical

- Training of support staff in the use of SARAR / PHAST tools and in the manufacturing techniques of the "tippy tap" type handwashing device

Cote d’Ivoire

Participation, as a resource legal person, in the work of the Drafting Committee of the final document of the National Strategy for Sanitation in Rural Areas (SNAR) of Côte d'Ivoire. The development of this strategy is part of the cooperation between the Government of Côte d'Ivoire and UNICEF

CAR

Training was initiated and led by the Country Office on the concepts of water and sanitation for the benefit of a young association called FDI.

4.Organizational performance

The outlook seems bright, and the horizon is gradually cleared for WSA both diplomatically that under volume ever growing portfolio of more. WSA is regularly consulted on industry issues and frequently asked to participate, animate and direct technical meetings or groups of reflections. This means that the new institutional mechanism put in place is working and the organizational performance instruments tested for almost two years are beginning to set.

4.1. Hosting agreement

Signed between WSA and Chad on August 8, 2019, the Hosting Agreement enshrines the establishment of the Agency in the Republic of Chad in accordance with the instruments and uses applicable to Organizations of comparable rank and gives it full legal personality of International organisation. The Resident Representative accreditation letter was presented on September 10, 2019 to the Ministry of Foreign Affairs, African Integration, International Cooperation and the Diaspora.

This diplomatic breakthrough is the mark of good organizational performance which the Agency must jealously guard wherever it is established.

4.2 Organizational audit

Various discussions between WSA Management and the Africa Consult & Performances Cabinet made it possible to clarify certain details of the reforms. Like other similar organizations, WSA must have a form of organization that meets the criteria of exceptional performance and the requirements of a pan-African agency with high added value.

The expected version of the reform documents will consolidate all these concerns for the strategic repositioning of WSA on the issues of major continental issues in terms of hygiene, sanitation and drinking water on the continent.

4.3. Call for expressions of interest

A significant number of service offers and calls for expressions of interest were submitted during the quarter. The Agency is in the final stages of most selection processes and will continue to make a difference through the quality of its offers. Other processes have been completed and contracts have been signed to deliver high-quality programs in the field. Most country offices are at work and remain mobilized in the field of competition

4.4. Mobilization of partnerships and States

The diplomatic offensive intensified during the quarter through exchanges, hearings and participation in official meetings. The presence of WSA is increasingly marked at major official ceremonies both at headquarters and in country offices.

Consequently, requests for tenders and participation in the activities of technical and financial partners are regularly recorded.

Much more interesting is the renewed interest shown by member states in their Pan-African institution, as evidenced by the frequency of exchanges on the life of the Agency, the regularity of contacts and operational support. The volume of financial support from States is increasing from 2018 to the present, a tangible sign of reappropriation of WSA, the only very active instrument in action research for the promotion of the WASH sector in Africa.

5.Perspectives

For the last quarter of 2019, the following results are expected:

- The launch of on-demand and tailor-made training

- The accentuation of advocacy actions towards States and TFPs

- The submission of proposals to calls for expressions of interest and calls for projects

- Meeting of Experts

- The holding of the Council of Ministers

6.Conclusion

The increasingly asserted presence of WSA in the operational and diplomatic fields; and in official meetings is consolidating day by day. The volume of resources mobilized or in the process of mobilization is sufficient proof of the gradual return to normality and to full operating conditions.

Technically, the initiatives developed in terms of productive sanitation are yielding very encouraging results and are waiting to be scaled up. As in Senegal, monitoring of the trial plots revealed that the use of sanitation by-products is effective in the recovery of hygienic excreta in agriculture. Indeed, biofertilizer boards (hygienized urine or digestate) have better growth and more advanced vegetative development compared to other control boards. The use of by-products has proven to be an alternative to chemical fertilizer and has less negative impact on the environment.

WSA has indeed returned to its fundamentals, namely the resumption of research activities on emerging themes, the training and supervision of students and sector actors, the support of States and communities in the implementation of their policies andstrategies on hygiene, sanitation and drinking water. Contacts have been made with research centers, notably the Center for Research and Studies in Social and Human Sciences (CRESSH) of Congo to conclude a partnership agreement.

Diplomatically, the Agency influence is growing and its operational base is growing every day. At headquarters and in country offices, numerous contacts are established and the Agency credibility is reaffirmed through exchanges, audiences, visits received and invitations to participate in summits and other major meetings.

Furthermore, advocacy actions will be developed towards new partners to attract the maximum investment towards areas with high needs that are not covered on the one hand and on the other hand for the scaling up of already tested and promising initiatives.

Finally, the organization of the Council of Ministers will remain the institution top priority. The papers of the council are being refined while the preparation for this great meeting is accelerating both at headquarters, in the member states and at the level of the country holding the presidency.
