ACTIVITIES REPORT 2nd quarter 2019

EAU ET ASSAINISSEMENT POUR L’AFRIQUE-WATER AND SANITATION FOR AFRICA |
Introduction
In the dynamics of the preparation of the 2019 Ordinary Council of Ministers, a speed has been given to the process of finalizing the organizational audit report and the completion of certain pending files.
In member countries, projects and programs implementation as well as actors supervision continued with intensity along with new contracts signature.
Covering the period from April 1, 2019 to June 30, 2019, this report begins the shift towards the very close holding of the WSA Council of Ministers.
- Research-action for the development and promotion of technological innovations
Research-action on emerging themes and areas of concern continued during the quarter.
The overall situation of research in the different countries is as follows:
1.1. Cameroon
- Study on households willingness to pay a tax on sanitation with a view to defining the self-financing strategy of a sanitation company: The process of selecting a Technical Study Firm is underway at the Responsible Ministry
- Joint research project on disaster management in case of floods and droughts (INTEWAR): Concept note validated with partners for the preparation of the detailed proposal
1.2. Congo
Conduct of a socio-sanitary diagnostic study: implemented as part of the PEPS project, the aim is to fully grasp the socio-cultural and health realities of the target populations, as well as their current water supply conditions. Following activities have been carried out:
- Elaboration and amendment of the survey methodology note
- Validation test of the household questionnaire
- Collection of administrative data in the project target districts
- Mobilization meeting with neighborhood committees for their involvement in the data collection process
1.3. Cote d’Ivoire
Two research themes are currently underway:
- Innovative and sustainable method of fighting Swollen Shoot disease at a lower cost: a research protocol on the fertilization of cocoa plants with hygienized human urine was developed.
- Energy valorization of effluents from attiéké factories and support for the sustainable conservation of attiéké: an initial survey to collect basic data was carried out in April 2019
1.4. Sénégal
Experimental project for the provision of suitable and accessible latrines in peri-urban and rural areas of Senegal (PROELA): Research project fully funded by the European Union, in closing phase
1.5. Chad
Project to supply bioenergy from household waste and agricultural biomass residues: project under the Public Private Partnership (PPP) with Detong Environmental Engineering Co Ltd. An amount of US $ 50,000 is needed to complete the feasibility study
2.Projects and Programmes implementation
Despite the delay in disbursement by some financial partners field activities have intensified in most country offices. Added to this are the new initiatives taken on board. Many calls for proposals have been submitted, as cluster of countries in some cases. While a number of projects were completed, new ones were signed and launched during the quarter.

3.Capacity building of actors
Apart from participating in workshops and other strategic meetings where WSA was one of the key actors, the institution continued to supervise students and trainees and was involved in the development of pedagogic sheets with training and research institutes. The institution has also been very active in its mission of influencing policies and strategies as well as the facilitation of exchange platforms and consultation frameworks in the WASH sector.
Although all country-offices have excelled in capacity building during the quarter, others below stood out in supporting actors.
Cameroon
Strengthening the knowledge of students from health clubs in Yaoundé and the surrounding area continued with the members of the association Jeunes Volontaires pour l'Environnement /Young Volunteers for the Environment (JVE)
Cote d’Ivoire
- Participation in the training workshop of actors, experts and researchers on the new fecal sludge management toolbox (FSM Toolbox), on the initiative of the African Water Association (AFWA) and its partner "Athena Infonomics". This training is part of the project to build the capacity of African sanitation operators through peer-to-peer learning partnerships (Rasop-Africa)
- Participation in the validation workshop of the National Strategy for Rural Sanitation
CAR
- By order of the Minister of Energy Development and Water Resources, WSA has been appointed member of the steering committee for the elaboration of the water policy and strategies document of the Central African Republic
- WSA is part of the Water and Sanitation Working Group for the CAR Peacebuilding Recovery Plan (RCPCA) which is a flagship program document of the Government for the period 2017 - 2021
- WSA had the honor and privilege to receive on its project sites the visit of the UN Assistant Secretary-General for Children and Armed Conflict. A visit during which she expressed her appreciation of the work done by youths trained by WSA in the profession of manual drillers.
4.Organizational performance
Apart from the strategic documents analyzed in the first quarter, group reflections were extended to work on files to be submitted to the next Council of Ministers. These strategically well thought and structurally well developed documents are key to the success in the Agency new institutional arrangement. Moreover, they will help strengthen the instruments of the long-awaited organizational performance. In addition, staff restructuring continued in the Country Offices in line with the reform plan. In the background, the basic functions of six (06) essential positions remain the reference; the rest of the staff can be deployed according to the projects.
4.1. Organizationnal audit
Main menu of all reforms, the report of the organizational audit submitted in first reading in the first quarter by the Africa Consult & Performances Firm has collected the management observations. The corrected version, currently under review in some states by experts, will be submitted to the next Council of Ministers for adoption.
4.2. Call for expressions of interest
As WSA leadership is recognized in the sector as a resource and referral center, the institution has recently been called upon to bid for calls for expressions of interest and calls for projects. In most cases, the agency was selected among the best for the final selection phase. With its strength in the field and its comparative advantages, WSA will continue to offer quality services and remain very active in the competition field.
5.Perspectives
For the third quarter, following results are expected:
- Raising awareness of States for their massive participation in the next Council of Ministers
- The accentuation of advocacy actions
- The submission of proposals to calls for expressions of interest and calls for projects
- The Experts meeting
- The holding of the Council of Ministers
Ultimately, the institution influence in WASH sector is a reality as evidenced by the visit of senior figures of the United Nations and reports on WSA achievements by the international media, including French and British. The volume of tenders submitted or in the process of being submitted and the new financing ressources mobilized in the quarter are the result of a good institutional and organizational performance.
In this momentum, the quality of the results produced and their amplification through the media are trademarks of visibility to preserve and intensify. In addition, WSA will remain active in exchanges and meetings between stakeholders to share its experience and vision for the promotion and development of the WASH sector throughout the countries. To this end, custom-made trainings to be launched will serve as a platform for exchanges and capacity building to deliver quality services to the population.
Finally, as in the first two quarters, the third quarter will be even richer in activities. Among other things, the Council of Ministers, which has been postponed several times, may be considered during the period. In the meantime, the reform documents being finalized will be refined and widely shared by experts from different countries.
