To provide sustainable water and sanitation services to the people of the Central African Republic Lobaye department, WSA has been mandated to oversee the implementation of the "Accelerating access to sanitation and drinking water in the Lobaye prefecture" Project. The also called Netherland Directorate General for International Cooperation (DGIS) project has two components, namely the Water component, and the Sanitation component.

In view of its recognized expertise in the water and sanitation sector, the Pan African Intergovernmental Agency Water and Sanitation for Africa (WSA) has been identified as one of the key players in the project implementation right from the project design. In endorsing this role, WSA-Central Africa opened a sub-office in the Lobaye prefecture, the DGIS project site. From the project startup in August 2015, activities focused on both components with the realization of hand-pumped wells with drains and the launching of the Community Led Total Sanitation (CLTS) approach.

For the account of the water component, ten (10) wells are under construction and will be equipped with hand pumps. The sanitation component of the project will focus on community empowerment for a fast ODF (open defecation free) declaration of the fifty-nine (59) triggered villages. Twenty (20) villages have already reached the ODF status. It is expected that about one (100) hundred other villages will experience the CLTS approach and benefit from WSA support and close-monitoring.

To this end and in collaboration with involved partners, WSA will strengthen the project stakeholders’ capacities in mastering the CLTS approach. WSA-Central Africa will make provisions for the establishment of several committees at prefectural, sub prefectural and municipal levels to monitor and encourage the population to meet its commitments in terms of sustainable management of water points and sanitation facilities; and personal involvement for a sustainable adoption of good sanitation behaviors of their communities.

In facilitating the monitoring of project activities, UNICEF has endowed WSA-Central Africa with a 4x4 vehicle during an official ceremony on January 22, 2016. This vehicle donation in a form of a loan reflects WSA and UNICEF wish to maximize the chances of the DGIS project successful implementation. The twelve (12) months DGIS project is funded by the Dutch Government in partnership with UNICEF and the Central African Government.
